Change is a process in which we move from the existing attitude, lifestyle and working style to a new universal way of thinking and doing, and we move to an unusual and possibly new way of thinking and doing due to the information we have and the information that we have before our thinking and doing, or the needs that the information creates for us or the social, economic and political problems we face.
There is no part of the process of change that does not touch/touch from individual to institution, from country to continent and even to the world we live in. In this regard, both governmental and private institutions are mentioned among those who go through the process of change. Among the basic reasons that make institutions go through the process of change are changes in the needs and preferences of users, changes in technology, changes in the global content of competition between institutions, or forced events caused by other factors beyond the control of the institution.

Responding quickly to the need for reform both inside and outside the institution and quickly adapting to the new system required by the times will contribute significantly to the success and sustainability of the institution. No matter how effective an institution is and no matter how strongly it competes, it should prepare itself for reform so that it does not fall back from its previous effective performance and to be able to continue as a leader by taking its previous performance to a higher level. Based on this, it can be observed that institutions implement new procedures and organization by adapting various change management tools to their actual situation in order to enable them to meet the universal needs of the user society and make institutional change a reality. Therefore, the government is currently working to have the mission of meeting the needs and interests of the public by preparing and approving government service and management policies, establishing transparency and accountability, emphasizing the right of citizens to serve, encouraging universal participation, and prioritizing the public interest.
From the point of view of the policy, the importance of institutional change. Based on the reality of our country, it is the key agenda of the government to free the country from the problem of poverty, speed up development, ensure democracy and good governance and ensure the benefits of the people. From this point of view, the institutions that implement the government policy should be able to achieve this great mission through their organization, operations and human resources. For this, they must go through a process of continuous change to enhance their capabilities. The importance of institutional change also arises from this basic idea. Therefore, reform works are not only a one-time work, but are constantly improved and implemented following new management philosophies. From this point of view, it is necessary to strengthen the implementation of reform work by exploring the level of public sector capacity building programs and by clearly showing and creating awareness of the linkages between the tools of change.
